Profile
Joe Morrissette was first appointed Director of the North Dakota Office of Management and Budget (OMB) in February 2018 by Governor Doug Burgum. In June 2023, Joe retired from state government to serve as a full-time instructor at the University of Mary, where he taught governmental accounting and tax courses. He was reappointed to the position of OMB Director by Governor Kelly Armstrong, and he reassumed the role in December 2024.

Morrisette is a graduate of the University of Mary in Bismarck, where he has received both undergraduate and graduate level degrees. He has been a Certified Public Accountant in North Dakota since 1990.

Morrisette brings nearly 30 years of experience working with the state budget, revenue forecast, and tax policy. Prior to his appointment as Director, Joe served four years as the Deputy Tax Commissioner. Morrisette has previously held fiscal management roles in both the executive and legislative branches of North Dakota state government.
